What is it?

This was the first addition to the BOS family of services. Account Creation Status makes it possible for potential new participants of a BOINC project to keep track of when it is possible to join the project. Throughout the history of BOINC , many projects have had a period in which they did not want or need any more participants, and therefore close account creation. As these periods can vary in length, and as projects sometimes open briefly for new participants to join, Account Creation Status was created, in the beginning only as XML.

How does it work?

Basically, the BOS server test the BOINC projects account creation page once every hour, and saves the result in a central database. From here the information is available to users in a variety of ways (at the moment only as XML, though) which is pulled from the BOS server. You can choose freely from all available ways to suit your needs.
